Long term care
This page provides essential information for care and assistance service providers regarding the management of long-term care insurance.
You will find details on the accounting plan, analytic accounting and the exchange of information between the National Health Fund (CNS) and service providers.
Information on invoicing, the framework agreement and details on the registration and declaration of the unavailability of the caregiver are also provided.

The accounting plan (Plan comptable) referred to in Article 71 of the framework agreement signed between the National Health Fund and the Confederation of Care and Assistance Providers is replaced by a new version valid from 1 January 2014.
Article 388bis, paragraph 3, point 6 specifies that the terms and conditions and rules for cost accounting are to be determined by the health insurance management body.

Article 27 of the Framework Agreement of 15 December 2017 signed between the National Health Fund and the COPAS a.s. Federation b.l., stipulates that the summary of coverage specifying the assistance and care required shall be sent by the CNS to the person in need of long-term care and electronically to the service provider in accordance with the procedures set out in Annex 5 of the same agreement, unless the person in need of long-term care has objected to this.

The declaration file consists of several blocks that can be completed simultaneously or independently of each other. It is used to declare the following to the managing body:
- The admissions and discharges of persons in need of long-term care;
- The date on which at least one AEV (activité essentielle de la vie-essential activity of daily living) was provided during a week (activity declaration);
- The caregiver's unavailability.

The CNS provides service providers with the forms required for collecting data for the year 2024, as requested under Article 395bis of the Social Security Code.
The forms are specific to each type of service provider (continuous care and assistance establishments (Etablissements d'aides et de soins à séjour continu), care and assistance networks (Réseaux d'aides et de soins), intermittent care and assistance establishments (Etablissements d'aides et de soins à séjour intermittent), semi-residential centres (Centres semi stationnaires)) and are accompanied by technical data sheets containing explanations for each form to facilitate the compilation of the data requested.
The forms should be sent directly to the CNS.
The CNS provides service providers with forms for recording data on changes in 2024, as requested in the context of negotiations on the monetary value for 2025-2026.
The forms are specific to each type of service provider (continuous care and assistance establishments (Etablissements d'aides et de soins à séjour continu), care and assistance networks (Réseaux d'aides et de soins), intermittent care and assistance establishments (Etablissements d'aides et de soins à séjour intermittent), semi-residential centres (Centres semi stationnaires)) and are accompanied by technical data sheets containing explanations for each form to facilitate the compilation of the data requested.
The forms should be sent directly to the CNS at recensement.cns@secu.lu.
Article 350 (8) paragraph 3 specifies that the distribution of the required services shall cease if the caregiver is unable to provide the required assistance and care, as determined by the long-term care assessment and control authority. If the caregiver's unavailability is temporary, the required assistance and care shall be provided by the assistance and care providers without any change to the coverage summary.
