All you need to know

In certain agreements between the CNS and various healthcare professionals, the organization of the management, transmission, and storage of documents is provided for exclusively in digital and electronic form. These include agreements between the CNS and medical analysis and clinical biology laboratories, physical therapists, and dietitians. For healthcare professionals other than doctors and dentists, electronic data exchange is optional.

To participate in electronic data exchange, service providers must connect remotely to a secure area where they can deposit their request files and retrieve the response files deposited there by the CNS. To do this, service providers must:

  • Connect to the secure “HealthNet” network to access the CNS server
  • Be able to generate request files that comply with the specifications set out in the agreement and import the files returned by the CNS into their own database.

In order to ensure confidentiality and data protection, service providers must connect to HealthNet, a highly secure IT network provided by Agence eSanté. Service providers must then request a username and password to access the CNS server, which is also connected to HealthNet.

Request for access to mySecu.lu - RESERVED FOR LABORATORIES

The mySecu.lu space is a web platform of the Social Security Centre (Centre commun de la sécurité sociale-CCSS) that allows social security institutions (institutions de sécurité sociale-ISS) to offer a number of services online.

The data provided is sensitive. For this reason, access to mySecu.lu is protected by strong authentication (LuxTrust).

Users need a LuxTrust certificate and authorization from the ISS to access the information provided.

The service provider area is reserved for healthcare providers who use it to access information from health insurance funds (CNS, CMFEP, CMFEC, EMCFL).

The CNS shall make available to the laboratory the electronic file corresponding to the description of the authorization file layout (.xsd). The mandatory fields and data are described in the specifications in Annex X. The formatting and structures published on the CNS website must be used. Any technical changes to the layout shall be notified to the laboratory, which shall have a deadline of three months to comply.

When submitting an authorization request, it must be drawn up in accordance with the template provided in Annex IX of the specifications. This document is published on the CNS website.

In accordance with the provisions of Article 23 of the specifications relating to standard documents and forms agreed between the Luxembourg Federation of Medical Laboratories(Fédération luxembourgeoise des Laboratoires d'analyses médicales) and the National Health Fund (Caisse nationale de santé), the following collective codes are used depending on the authorization application procedure applied:

LDE0001 - ACM required

Analysis subcontracted/performed in an EU Member State, EEA Member State or Switzerland, for which no official act exists in the Luxembourg nomenclature of medical laboratory acts but for which an official act appears in the nomenclature of analyses covered by statutory health insurance in the country (EU, EEA or Switzerland) where it is carried out. In this case, the procedure under Article 22 of the Convention shall apply. Paragraph 2 states:

Lorsque l’analyse a été transmise et effectuée dans un laboratoire situé en dehors du Grand-Duché de Luxembourg, mais dans un pays de l’UE, de l’EEE ou en Suisse et qu’un tarif y relatif n’est pas prévu par la nomenclature des actes et services des laboratoires d’analyses médicales et de biologie clinique au Luxembourg, elle est facturée par le laboratoire transmetteur conformément au tarif officiel opposable à l’assurance maladie légale dans l’Etat dans lequel l’analyse a été effectuée, à condition qu’elle tombe dans le champ d’application matériel de l’assurance maladie au Luxembourg, et que le Contrôle médical de la sécurité sociale ait donné son accord pour la prise en charge.

LEE0001 - ACM required

Exceptional analysis not included in the Luxembourg nomenclature of medical laboratory acts or in the nomenclature of analyses covered by statutory health insurance in the country (EU, EEA or Switzerland) where it is performed. The procedure under Article 19(3) of the Social Security Code applies.

LFE0001 - APCM required

Exceptional analysis, subcontracted outside the EU, the EEA or Switzerland, not included in the nomenclature of medical analysis laboratory acts. - The procedure under Article 20bis of the Social Security Code applies.
In accordance with Article 19, paragraph 3, and Article 20bis of the Social Security Code, Article 22, paragraph 3, of the agreement between the Luxembourg Federation of Medical Analysis Laboratories and the National Health Fund states:

A défaut d’un tarif officiel opposable à l’assurance maladie légale dans l’Etat membre dans lequel le laboratoire de collaboration est établi, mais que l’analyse tombe dans le champ d’application matériel de l’assurance maladie au Luxembourg, sans pour autant figurer dans la nomenclature des actes et services des laboratoires d’analyses médicales et de biologie clinique au Luxembourg, le remboursement par l’assurance maladie se fait sur base d’un tarif fixé par le Contrôle médical de la sécurité sociale assimilant la prestation exceptionnelle à une prestation de même importance. Il en est de même pour les analyses effectuées conformément aux conditions et modalités de la présente convention en dehors d’un pays de l’UE, de l’EEE ou de la Suisse.

LGE0001 - APCNS required

Shipping costs in the event of transfer of analysis outside the EU, the EEA or Switzerland. - The procedure under Article 22 of the Convention shall apply. Paragraph 5 states:

Dans les cas exceptionnels pour des analyses ne figurant pas dans la nomenclature des actes et services des laboratoires d’analyses de biologie médicale et ne pouvant pas être effectuées au Luxembourg ou dans un pays de l’UE, de l’EEE ou en Suisse, il est tenu compte des frais d’expédition exposés par le laboratoire transmetteur pour le transfert des prélèvements. La prise en charge des frais d’expédition est subordonnée à une autorisation préalable de la Caisse nationale de santé pour la transmission des analyses dans un pays en dehors de l’UE, de l’EEE et de la Suisse conformément à l’article 9 de la présente convention et à une justification des frais d’expédition par le laboratoire transmetteur.

Each analysis is subject to a separate request.

Requests for coverage of shipping costs outside the EU, EEA or Switzerland are made on the same request as the related analysis. Shipping costs are documented by a quote issued by the carrier. Coverage of shipping costs is conditional upon coverage of the related analyses.

When a medical analysis laboratory is unable to perform a medical analysis for technical or quality reasons, it shall send the biological samples for analysis and interpretation to another medical analysis laboratory in Luxembourg, in a country of the European Union (EU), the European Economic Area (EEA) or Switzerland.

The laboratory that sends an analysis to a laboratory established in another Member State that does not have an identifier (service provider code) with the CNS must submit a declaration of a collaborating laboratory to the CNS using the standard form.

Based on the information provided, the CNS assigns a code to the foreign laboratory and informs the approved laboratories of this code by electronic means. This code is entered by the transmitting laboratory in the invoicing file.

Coverage of the transmission of analyses to a laboratory located in a country outside the EU, the EEA or Switzerland is subject to prior authorization from the National Health Fund (Caisse nationale de santé) on the recommendation of the Social Security Medical Board (Contrôle médical de la sécurité sociale).
