Electronic certificate of illness (eCIT)
As a doctor, issuing certificates of incapacity for work will soon become an entirely digital process, based on intuitive administrative procedures for all parties involved (namely doctors, insured persons and employers), allowing you to focus on caring for your patients.
This page explains how the process of issuing electronic certificates of illness works.
Digitisation of certificates of illness
Certificates of incapacity for work will soon be available in a fully electronic format. Once the installation has been completed by your software publisher, you will be able to generate electronic sick notes directly via your software.

Steps I need to take
How can I issue electronic certificates of illness?
In a nutshell:
- I contact my software publisher to obtain an update for my software.
- I generate the electronic certificate of incapacity for work via my software.
- The certificate is automatically made available to the patient in their personal eSpace on MyGuichet.lu.
How does it work?
Soon, you will be able to ask your software publisher if they are ready to deploy the system within your software. You create the certificate of incapacity for work in your software with assistance in filling it out and the provision of an integrated electronic signature. You can customise your tool by creating favourites in the diagnosis codes.
Patients can access their certificates in their MyGuichet.lu eSpace and send them electronically to both the CNS and their employer, or you can print and sign them in triplicate at the patient's request.
In all cases, the structured data is sent to the social security information system.
What are the advantages?
- Time savings and simplified administrative management: the system is fully integrated into your software by your publisher, with help available for filling it in.
- Reduced paperwork (if the insured person uses their personal eSpace on MyGuichet.lu).
- Storage of certificate data in an authenticated and secure environment.
- Certificate security against any alteration of data.
My patient's steps to report incapacity
Once you have created the certificate of illness in your software, your patient will be able to send it to both the CNS and their employer, provided the employer uses MyGuichet.lu business eSpace.
The retrieval of structured and standardised data in a secure environment and/or authenticity checks via 'GouvCheck' will eliminate the risk of falsification directly at source for the CNS and the employer.
The electronic medical certificate offers the same guarantees as the current certificate, with additional advantages in terms of legal protection against dismissal (under the Labour Code).
1. Declaration to the CNS
OPTION A: Submission via MyGuichet.lu
The insured person receives an email notification that an electronic certificate of incapacity for work is available in their MyGuichet.lu eSpace.
They choose to send it to their health insurance fund:
- Either through systematic digital transmission of each certificate,
- Or individual digital transmission, certificate per certificate
The insured person receives an acknowledgement of receipt from the CNS.
No more paper, no more postal mail!
OPTION B: Sending by post
If your patient has not activated their personal eSpace on MyGuichet.lu or their employer does not have a professional eSpace on MyGuichet.lu, you must print out the medical certificate on paper free of charge.
Your patient can then send the certificate by post to their health insurance fund.
2. Declaration to the employer
Employers will soon be able to receive their employees' certificates:
- Either electronically, via their MyGuichet.lu business eSpace;
- Or in secure PDF format (with GouvCheck), either sent digitally, by post or by hand.
Option A: Digital receipt in the employer's professional eSpace
Provided the employer has activated the ‘Remuneration and incapacity for work’ domain in their business eSpace on MyGuichet.lu, your patient sends the certificate electronically via MyGuichet.lu. Your patient receives a confirmation of transmission allowing them to prove the date and time at which they sent the certificate to their employer.
As soon as the employer reads the certificate, a read confirmation is sent to the patient. If the certificate remains 'unread', the patient should use another means of transmission in order to comply with the deadlines for reporting sick leave.
Currently, for this option to be possible, the following conditions must be met:
- You, as a doctor based in Luxembourg, must use the updated version of your software supporting electronic certificates of illness.
- Your patient's employer must activate and use the ‘Remuneration and incapacity for work’ section in their business eSpace on MyGuichet.lu
- Your patient must activate and use their personal eSpace on MyGuichet.lu.
Option B: Receipt of the PDF with GouvCheck
Your patient sends Section 2 of the certificate of incapacity for work to their employer, with official 'GouvCheck' certification, either digitally, by post or in person.
What is GouvCheck used for?
Option C: Receipt by post
Your patient sends Section 2 of the certificate of incapacity for work to their employer by post. This section must be printed and signed by you, the doctor.
