How can data be exchanged digitally with the CNS?
Sending medical and administrative data to the CNS requires software that is compatible with secure exchange platforms authorised by the Agence eSanté. These platforms, known as ‘eAdminstrative’, comply with the technical, security and personal data protection requirements of the Agence eSanté.
Your software publisher will be able to provide you with information on the compatibility of its solution with the eAdministrative platforms.
Why exchange data digitally with the CNS?
The electronic data exchange system between healthcare professionals and the CNS integrates seamlessly with your current medical software without disrupting your daily processes. The advantages of this system are:

How much does it cost to go digital?
As digitalisation also greatly benefits insured persons, the CNS will cover the additional costs incurred by sending digital documents. The amount of this compensation is set out in an amendment to the CNS-AMMD agreement, which specifies that the compensation relates exclusively to the additional costs associated with digitalisation.
Is my medical software compatible with one of the ‘eAdministrative’ platforms (or with the electronic data exchange system)?
Every publisher of fully integrated medical practice software approved under the connectivity terms defined by the Agency eSanté is eligible for compatibility with ‘eAdministrative’ platforms. Simply ask your editor for more information.
My practice software does not yet communicate with an ‘eAdministrative’ platform. What should I do?
Contact your editor. You may need to update your software or add an extension to your software.

What can I do with my software once I am connected to an ‘eAdministrative’ platform?
The data exchange features with the CNS are fully integrated into your medical software.
If your patient has opted for digital healthcare administration:
- Your invoice will include a QR code to enable the patient to benefit from accelerated reimbursement.
- All invoices, whether paid or unpaid, will be sent to the eDocuments service of the Agence eSanté.
When you open your application, you can:
- See whether a patient has opted for digital healthcare administration.
- Check the status of all documents you have sent to the eDocuments service.
- View your invoices.
- View invoices prepared on your behalf and sent to the CNS for reimbursement.
How does ‘accelerated reimbursement’ work?
The patient file in your medical software will indicate whether the patient has opted for digital healthcare administration. If so, you can print invoices with a unique QR code and send a digital copy to the eDocuments service of the Agence eSanté.
Is the service available to all insured persons in Luxembourg?
The solution is available to all insured persons, whether resident or non-resident, as long as they are registered in Luxembourg.
We enable the digital transfer of documents to and from all health insurance funds in Luxembourg: CNS, CMFEP, CMFEC and EMCFL.
Can I use the electronic data exchange system on multiple PCs?
This depends on your medical software. Please contact your software publisher for more information.
Do I have to pay extra if my assistants use the service, or if I use it on multiple computers?

Can I register an assistant to sign and send documents on my behalf?

How can I ensure that personal information will remain secure and private?
All medical and administrative information relating to the patient is stored by the Agency eSanté within its eDocuments service and is subject to its security protocols. The doctor's personal information is stored securely by the data controller responsible for the application used.
What types of patient information are processed by eAdministrative platforms?
Currently, only medical and administrative information relating to patient invoicing is processed by these platforms. In future, prescriptions, certificates and other administrative documents may also be included.
They do not process medical information such as laboratory results or reports. This information is stored in the DSP on the Agency eSanté platform.
What are my obligations in terms of personal data protection?
Since 25 May 2018, you must ensure compliance with data protection rules (GDPR- General Data Protection Regulation) at all times and be able to demonstrate this by documenting your compliance.
More specifically with regard to digitisation, you are expected to:
- provide clear and understandable INFORMATION about the processing you carry out as a data controller, in particular about the purposes of the processing and the status of the recipient of the personal data.
- that SECURITY is ensured, both in terms of organisation within your establishment and in terms of technical and IT requirements.
