Organisation of the CNS

Discover the internal organisation of the CNS: the role of the President, the coordination provided by the executive management, and the diversity of the departments that carry out its daily tasks. This page provides an overview of the CNS's activities.

The President

The CNS is headed by its President, José BALANZATEGUI, who serves as both chief administrator and representative of the State within the Council of Administration. The President represents the CNS in judicial and extrajudicial matters.

The President, in consultation with the Council of Administration, coordinates, plans, directs and supervises all of the CNS's activities.

 

The Executive Management

The CNS is headed by its Executive Committee, which is composed of several members, including the President of the CNS. Alongside the tasks of the Council of Administration, the Executive Management exercises general powers at various levels: strategic, political and organisational. It defines the administration's priorities and prepares and monitors the meetings of the Council of Administration and the Statutes Committee.

Each member is responsible for one or more departments.

The departments

The CNS is structured into several departments, which are themselves organised into different services.

Cash benefits for sickness and maternity (PE)

The Cash Benefits for Sickness and Maternity department is responsible for recording and managing certificates of incapacity for work, calculating and paying sickness benefits, as well as exemptions from work, maternity leave, adoption leave, family leave and leave to accompany persons at the end of their life. It also carries out administrative checks on persons declared unfit for work.

International (INT)

The International Department handles all matters relating to cross-border activities, including the management of all international forms (S1, BL1, etc.), the management of requests for transfers abroad for inpatient or outpatient treatment, and the issuance of European Health Insurance Cards. It also manages settlements (receivables and payables) between Luxembourg and European Union Member States, EEA countries, Switzerland and countries with which Luxembourg has concluded a bilateral or multilateral agreement.

Insured relations (RA)

The department's core tasks are to coordinate and evaluate the implementation of the strategic objective and related actions defined by management and relating to the management of relations with the insured.

The department is attentive to the needs of insured persons, particularly through its agencies. It provides them with information on health, maternity and long-term care insurance and, as far as possible, other areas of social security. It guides the insured person and/or their co-insured persons in their procedures: issuing cheques, managing co-insurance, updating personal details, issuing documents and certificates, etc.

Health and maternity benefits in kind (PN)

The Health and Maternity Benefits in Kind Department is responsible for reimbursing healthcare provided in Luxembourg and abroad, covering certain benefits via third-party payment, managing the centralised registration of all healthcare professionals and providers, and managing authorisations, pricing and settlements for certain healthcare professional services.

Medicines, Medical Devices and Preventive Medicine (MEDI)

The Medicines, Medical Devices and Preventive Medicine Department manages the reimbursement of medicines, medical devices and various supplies (e.g. hearing aids, dressings, anti-bedsore mattresses).

Hospitals (HOSP)

The Hospitals Department manages relations with hospitals and the Luxembourg Hospital Federation (FHL).

Long-term care insurance (DEP)

The Long-term Care Insurance Department processes applications for long-term care insurance benefits.

Personnel and Organisation (PO)

The Personnel and Organisation Department is responsible for managing and developing the CNS's human resources and optimising its internal organisation. In particular, it is responsible for recruiting and integrating employees, supporting their professional development, conducting HR projects and providing essential support services for day-to-day operations. In addition, the department analyses existing structures, proposes organisational changes and supports the implementation of new organisations, thereby contributing to the continuous improvement and achievement of the CNS's objectives.

Finance, Logistics and Buildings (FINLB)

The Finance Department is responsible for the budgets and accounting of health, maternity and long-term care insurance and manages the CNS's administrative budget. In addition, the department centrally manages the recovery of undue payments and is responsible for the settlement of benefits. The department also manages all the support services (mail, logistics, office equipment) necessary for the day-to-day running of the CNS.

Project Management, IT Support and Decision Analysis (MOA)

The Project Management, IT Support and Decision Analysis Department coordinates and plans CNS projects with a strong IT component and significant overlap with the Social Security IT Centre (CISS). Among other things, it ensures the consistency of major IT tools within the CNS.

Communication (COM)

The Communication Department is responsible for internal and external communication. Its main tasks include designing information campaigns and managing and updating social media, the intranet and the website. It also analyses communication opportunities in close collaboration with all internal and external stakeholders.

Legal Coordination (JUR)

The Legal Coordination Department coordinates legal affairs and the adaptation of legal instruments (conventions and statutes).

Litigation and Legal Affairs (CONT)

The Litigation and Legal Affairs Department handles appeals against presidential decisions. It also manages the CNS's litigation and recourse cases.
