Studying in Luxembourg
I'm studying in Luxembourg. Depending on my insurance and my country of residence, I have different procedures to follow, either with the Centre commun de la sécurité sociale (Joint Centre of Social Security) or with the CNS.

I'm studying in Luxembourg but I'm not insured in my country of origin. What should I do?
How do I register?
I am over 18 years old, studying or undergoing unpaid vocational training as an apprentice in Luxembourg, and I am not covered by health insurance, either personally or as a co-insured in my country of origin (whether in Luxembourg or abroad). In this case, I must register as a student with the Centre commun de la sécurité sociale (Joint Social Security Centre) by completing the 'Application for compulsory health insurance for students' form.
I enclose with the form for compulsory insurance:
- A copy of my identity card if I do not yet have a 13-digit national identification number;
- An enrolment certificate from the school or university where I intend to study.
In return, an admission letter indicating the start date of my insurance and the monthly contribution will be sent to the address I provided on the form.
I will also receive a social security card to be presented to healthcare providers (doctors, hospitals, pharmacies, etc.). The card must be returned at the end of my studies.
Good to know: the contribution is calculated on the basis of the minimum social wage according to the current contribution rate.
How to claim reimbursement
Once I have registered, I can request reimbursement from the CNS by sending my doctor's original, receipted invoice by post to the following address CNS, Remboursements, L-2980 Luxembourg (without postage if sent from Luxembourg).
For my first reimbursement request, I am also enclosing a bank identity statement (RIB) from my bank.
I'm studying in Luxembourg and I'm insured in my home country. What should I do?
I'm coming from abroad to study in Luxembourg and I'm insured in my country of origin.
The procedures vary depending on my country of residence.
I live in Luxembourg
I may choose to register with the CNS; however, I am not required to do so if I am living in Luxembourg for my studies and remain insured in my home country.
- Nationals of the European Economic Area and Switzerland: I can register with the CNS by presenting my school enrolment certificate and a copy of my European Health Insurance Card (or form S1 MF/E109) issued by the institution in my home country.
- Nationals of a country with which Luxembourg has concluded a bilateral agreement (Bosnia-Herzegovina, Cape Verde, Macedonia, Morocco, Montenegro, Serbia, Tunisia, Turkey): I can register with the CNS by presenting my school enrolment certificate and a form drawn up by the institution in my country of origin as defined in the respective agreement.
I live abroad
Registration with the CNS is only necessary if I have received medical treatment:
- Nationals of the European Economic Area and Switzerland: I register with the CNS by presenting my school enrolment certificate and a copy of my European Health Insurance Card.
- Nationals of a country with which Luxembourg has concluded a bilateral agreement (Bosnia-Herzegovina, Cape Verde, Macedonia, Morocco, Montenegro, Serbia, Tunisia, Turkey): I register with the CNS by presenting my school enrolment certificate and the form drawn up by the institution in my country of origin as defined in the respective agreement.
How to request a refund
I request a refund from the CNS by sending a letter to the following address CNS, Remboursements, L-2980 Luxembourg (without postage if sent from Luxembourg):
- The original, receipted invoice from my doctor.
- My bank details (RIB), if this is my first claim.
- If I have not yet registered with the CNS: my school enrolment certificate and a copy of my European Health Insurance Card, or the corresponding form (see above).
